First off l'd like to say hi

My problems my 1999 R1 tacho when l turn it on the needle goes to 11000 rpm then after a few seconds it goes round to 6 oclock.
l have cleaned all the plugs on the loom cleaned the plugs to the e,c,u
now l'm at a loss at where to go next can some one please help.
